  1. Any chance Caledon Council supported their citizens in this fight?

Absolutely the Council supported ratepayers at every step of the way over the past 10 years, including amending their OP to include all the studies required in the event of an aggregate application be included in the OPA. I seem to remember that some ratepayers in Melancthon wanted Melancthon to do this, and the ratepayers were told it was not necessary. The OMB seems to have a different opinion on that.
